The Orbit ITA headset is designed to fit into a zero stack (44mm ID/50mm OD) head tube while using a tapered steerer.
This will fit a fork with a tapered steerer (1 1/8th-1.5 Inch) into a frame that has a straight 44mm inner diameter headtube. The top cup is a "zero stack" so the bearing sits inside the frame, the bottom cup is external, so the bearing sits outside the frame.

Very solid and smooth headset. I bought it to convert my straight ZS44 1 1/8" heatube to accept a tapered steerer. It works but does require that you saw off a few mm from the lower internal ring. Once sawn and filed smooth it installs fine into the ZS44 lower cup and is solid. Cane Creek's equivalent headset has the same issue.
